I don't know, I would probably keep the "Madobe Tenko" tag, maybe add here also "Madobe Touko" tag.

I tried to find the artist with reverse image search too but it didn't found it.

Not sure I would consider this a wallpaper, but it is the right size.

I would say if multiple arts appear referencing the video, it would then be a good idea to add "windows_xp_horror_edition_(video)" as a tag.

Yeah, it was sadly one of the unused illustrations, this image was the only which got finished from these. Others are just sketches. Still one of my favorite official Nanami arts.
